(September 27, 2022) Indonesia’s Covid-19 Task Force (Satuan Tugas Penanganan Covid-19) has announced new policies for domestic and international travel effective as of August 25, 2022.
The following is a summary of key points. You can find more information on the latest travel policies here.
All travelers must comply with the health protocols set forth by the Covid-19 Task Force:
- Use a three-ply cloth mask or a medical mask that covers the nose, mouth and chin;
- Change masks regularly every four hours and dispose of old masks in provided places;
- Wash hands regularly using water and soap or hand sanitizer, especially after touching objects touched by other people;
- Maintain a minimum distance of 1.5 meters from other people and avoid crowds; and
- Do not speak on the telephone or face to face while on public transportation (land, rail, sea, river, lake, and air).
The Task Force lifted the prohibition on eating or drinking during flights that are less than two hours long.
The following is a summary of the latest travel policies:
International Travel
1. Visit Visa Exemption for Tourism and Visa on Arrival (VOA) for Tourism
A Visit Visa Exemption for Tourism may be granted to nationals of all Association of Southeast Asian Nations (ASEAN) countries. Pursuant to MOLHR Circular Letter Number IMI-0700.GR.01.01 of 2022 regarding Ease of Immigration to Support Sustainable Tourism During the 2019 Corona Virus Disease Pandemic, the number of countries whose citizens are eligible for a VOA for Tourism was increased to 86. The countries that were added are:
- Albania
- Andorra
- Chile
- Colombia
- Ecuador
- Iceland
- Liechtenstein
- Maldives
- Monaco
- Palestine
- San Marino
- Suriname
- Uzbekistan
- Vatican City
Foreigners must show a passport with at least six months of remaining validity, a return ticket or a ticket to continue their journey to another country, and proof of payment for the VOA for tourism (IDR 500,000). The Visit Visa Exemption for Tourism and VOA for Tourism may be used by foreigners for visits related to tourism, government-related tasks, business seminars, purchasing goods, business meetings, and transit.
The Visit Visa Exemption for Tourism and VOA for Tourism will be granted at immigration checkpoints including airport immigration checkpoints, harbor immigration checkpoints and cross-border posts as listed below.

3. Proof of Vaccination Requirement
Using the PeduliLindungi app, Indonesian travelers age 18 and above travelling out of Indonesia must provide a card/certificate (physical/digital) evidencing that they have received a third (booster) dose of a Covid-19 vaccine. Travelers travelling into Indonesia must provide a card/certificate (physical/digital) evidencing that they have received a second dose of a Covid-19 vaccine at least 14 days prior to their departure. Especially for travelers with foreign citizenship, the vaccination card/certificate to be provided must be in English, in addition to the language of the country of origin.
Travelers with Indonesian citizenship who have not received either the first, second or third (booster) dose of a Covid-19 vaccine shall be vaccinated at international travel entry points upon arrival after undergoing a symptoms check. Unvaccinated travelers with foreign citizenship who are already in Indonesia and will travel, either domestically or internationally, are required to receive a vaccination in accordance with the provisions of laws and regulations.
4. Covid-19 Testing Requirement
a. Pre-Departure: Travelers are not required to provide a negative RT-PCR test result taken before departure in their origin country/region.
b. Post-Arrival: Travelers with Covid-19 symptoms or a body temperature above 37.5 degrees Celcius are required to take a RT-PCR test upon arrival. Quarantined travelers (see below for the quarantine requirements) are also required to take a RT-PCR test on the fourth day of quarantine.
5. Exemptions
- Indonesian travelers travelling out of Indonesia are exempted from the requirement to provide proof of vaccination if:
- They have been isolated or treated for Covid-19 and declared inactive in transmitting Covid-19; or
- They are ineligible to receive a Covid-19 vaccine for health reasons.
- Exemption from providing proof of vaccination for:
- Foreign travelers holding diplomatic/service visa entering Indonesia through a Travel Corridor Arrangement scheme;
- Unvaccinated foreign travelers planning to leave Indonesia through domestic transit as long as they do not leave the airport area;
- Travelers under the age of 18;
- Travelers who have been isolated or treated for Covid-19 and declared inactive in transmitting Covid-19; and
- Travelers ineligible to receive a Covid-19 vaccine for health reasons.
Domestic Travel
1. Proof of Vaccination Requirement
Travelers above the age of 18 must have received a third (booster) dose of vaccine. Foreign travelers above the age of 18 entering Indonesia from abroad must have received at least a second dose of vaccine. Based on confirmation from the Covid-19 Task Force, “foreign travelers above the age of 18 entering Indonesia from abroad” refers to non-Indonesian travelers who do not yet have a stay permit.
2. Quarantine Requirement
Domestic travelers are not required to be quarantined.
3. Exemptions
- Travelers aged 6-17 travelling from outside of Indonesia are exempted from the vaccination requirement;
- Travelers under the age of 6 are exempted from the vaccination requirement, but must be accompanied by another traveler who has fulfilled the vaccination requirement;
- Travelers with special health conditions or comorbidities which make them unable to receive a vaccination are exempted from the vaccination and Covid-19 testing requirements if they present a doctor’s letter from a government hospital stating that the person has not and/or is not able to be vaccinated;
- Travelers using a pioneer mode of transportation (moda transportasi perintis) are exempted from all travel requirements, including in border areas, underdeveloped, frontier and outermost areas (wilayah tertinggal, terdepan, terluar), and on limited sea voyages.
